is it possible that a human powered vehicle can be self balancing??

There shouldn't be any primary reasons that human powered gyros couldn't be utilized to stabilize an upright 2 wheeled vehicle. It would take time and gearing to get the gyros up to speed during which time the vehicle would have to be externally supported. I have a few parts boxed on my shop shelves but the spinning gyros represent stored energy so they can't be powered up in advance of some human powered competitions even though they don't contribute to forward motion.

i mean can vehicle with a rider can be static with no external support(stand, landing gear, etc) but only with two wheels with no power other than human.

What does "self-balancing" mean to Pavan?
Is the person allowed to balance the vehicle?
Does the vehicle have to balance itself without human power?
If balancing without human power, is any power source allowed?
Start over, please.

Yes with a gyroscope. There was two wheeled train invented over 100 years ago, that could stand still and balance with 30 people on it.
