According to this website the "Ground Hugger" recumbent was introduced in Popular Mechanics magazine in April 1969.

Obtaining a precision U-joint to reduce play in the steering was always a problem. The new version the bike required a huge amount of machine work. I remember my welder machinist buddy telling me a fellow rolled in with blueprints and wanted an estimate on the machine work, it came to something like $4000 for the one off. Riley is in the business of selling plans. Cute model by the pool. Atomic Zombie has a lot of cheap and easy to build plans.

That design always seemed to want to be in a shell to me. Upright seat, nice and low, U steering.
