I am building a recumbent hpv. But when it comes to choosing the best seat angle, I don't know what factors I should keep in mind and how to find a suitable seat angle. Any help would be appreciated.

It depends on what type of riding you do and the type of seat. I would imagine in India, with the crazy traffic, that a higher angle would be better. If the back is too high, then you could get pressure on the sciatic nerve, whats call "recumbent butt". 45 degrees is a good compromise. Lower seat angle are harder to balance and have less visibility.
